This will replace the FIRST Pokemon in BOX 1 with Celebi, so make sure you don't have anything you want there. Press L and R BEFORE accessing your PC, then check your Box and get your new Celebi. Put her in the front of your party and head to Ilex Forest. Press A at the Shrine and the event should activate. Make sure you have a decent team with you before you do so; you'll be battling Pokemon with levels in the low to mid 40s later on.

I did NOT make this code, but I don't know who did, either. I don't claim any credit; that goes to the person nice enough to make this! Also, as I'm sure you've guessed, this is the code for the English/US release, not the Japanese. I am fairly certain that it'll work on both HG and SS. it also works on EU games
